Thanks for your feedback.

The UN holds copyright and is free to determine how it wants to license its
information, as in the case of the UN's all rights reserved license.
However, this license does not meet the 4R requirements generally accepted
by the majority of OER definitions and as such does not qualify as OER.

It is highly unlikely that the open education community is going to build a
global resource for sharing using information which is all rights reserved
-- legally the UN denies us that priviledge . We don't want the UN taking
us to court for copyright contraventions ;-)

This list is not the place to discuss the intricacies of copyright, but am
confident that the the UN will be able to achieve its objectives using
Creative Commons licenses. The legal code of CC licenses provide sufficient
protections for the reasons you have forwarded why the UN  maintains a
closed copyright position.  If you would like me to connect your legal team
with the appropriate people to deal with these issues - -please email me

The fact is, legally organisations like the OER Foundation will not be
permitted to use your data without prior written permission as per your
copyright statement on your website because it is incompatible with the
free licenses we use.
