Hi Rory,
It's my limited understanding that when contributing data to Google Maps, you co-assign them copyright on the use of your data.
This allows them to sell the data without having to pay anyone royalties.
I don't believe you can ask them to delete the data (in case you made a mistake or just didn't feel like sharing).
You couldn't ask them for a copy of your data for a separate purpose. You most definitely cannot ask them for a (free) copy of all the data.
So all the OER enthusiasts who'd willingly contribute their initiatives to a Google Map wouldn't be able to download or access the data to build their own applications or simply to use another mapping application.
With OpenStreetMap, all the back-end data is freely accessible. The OSM APIs are open for accessing the data from your own applications.
If somebody built a better map application, they could access and contribute to the same database, or if they wanted to, they take a whole database dump, and go off and build their own.
A few years ago, you needed very high level GIS skills, now with OSM and upper layer tools like Ushahidi (FOSS) and many very good front (mobile) tools like Mapzen (FOSS), a global map of OER initiatives can be built by many developers and doesn't need to be centralized.

Thanks. I too would prefer an open source solution. My point is that Google does not own the data even if they own the software. No one owns the copyright on data, unless I am mistaken.

I think it's because the Google Maps was developed using proprietary technology and belongs Google. If they (Google) want, for any reason, change the default characteristics of the product may do so without previous notice and may cause problems with information/data related to the map.
I think it is good idea to Abel's suggestion, although I never used the FOSS-OpenStreetMap, but would be consistent we use FOSS infrastructure to support OER.
