Ideally, this would be done by every Ministry or Department of
Education in every country, and in the states or provinces of large
countries such as the US, China, and India. Every international
organization should ask itself whether it would fit within its mission
to create or catalog OERs about its own subject matter or within its
member nations. Subject matter organizations for teaching, and
curriculum development organizations, likewise. Certainly the IMF and
World Bank, and the UN, combining work that I know about specifically
by UNESCO, UNICEF, UNRWA, UNDP, and so on. UNRWA in Palestinian
refugee camp schools, for example, or UNDP funding digitizing of
textbooks in Bangladesh. I suppose that Commonwealth of Learning is
the furthest advanced in this.

I recognize that there are political issues in getting countries and
other entities to do this. Providing this kind of data at every level
possible should assist in the political discussions.
